Major System Acquisition Lifecycle Management

REC employees have had decades of experience managing Government requirements within the Major Capability Acquisition pathway while serving in the DoD as service members or in the private sector supporting the US Army. Today, REC’s experience includes management of numerous Army requirements operating in multiple Acquisition Pathways. We know how to go fast, deploying capability to the Force under urgent materiel release. Middle Tier of Acquisition is a useful process-tool for Rapid Prototyping and Rapid Fielding, while maintaining a connection to the more deliberate Major Capability Acquisition. Our employees have achieved DAWIA certifications in multiple functions, e.g. Program Management and Contracting, during their esteemed careers serving the DoD.

Cybersecurity

First, REC ensures its own proper cyber safeguards are implemented and in place to ensure protection of our own and Government controlled unclassified information (CUI) and other sensitive information, complying with the Government mandated DFARS 252.204 and NIST SP 800-171. Within the Government project office, we ensure embedded security for DoD’s weapon systems, identifying vulnerabilities to cyber threats and helping to design solutions to minimize these, and we work hand-in-hand with the Government customer to document systems’ protection posture and measures in order to achieve authority to operate. Finally, for the private sector, performing penetration tests of computer networks to identify exposed gaps in the cyber protection of those networks is key to keeping our private industry partners operating safely.

Program/Project Management

One of REC’s greatest competencies is Program/Project Management. The main ingredient to effect program/project management is LEADERSHIP. REC’s employees are proven leaders and managers from career-long service as Warfighters within the US Department of Defense. Inter-personal skills are key to creating and fostering integrated cross-functional teams, knowing success depends on the whole acting as one. Scope, Schedule, Quality, Budget, Resources, and Risk are all constraints to be managed; REC does this flawlessly. Our employees are Project Management Professionals, DAWIA certified experts, Lean Six Sigma practitioners, and Certified SCRUM Masters.

Contract Planning and Administration

REC is decisively engaged in contracting operations for our US Government customers. We perform tasks including interface and coordination to assist in the development of contract requirements; the preparation for and submission of contract requirement packages to the Government contracting agency; post-award contract tracking, management, and administration; and coordination with the Government Contracting Officer and Specialists throughout the process. Our team has experience while serving in the DoD as contracting officer, contracting specialist, and contingency contracting officer in combat. We are DAWIA Level III certified in Contracting.

IT Network Enterprise Management

REC manages information networks and hardware and software technology for critical US Government customers. We facilitate IT Helpdesk operations to ensure regular and on-call service and maintenance of IT systems across the organization. Our IT expertise allows the seamless data transmission; communication; classified and controlled unclassified data exchange; and coordination, planning, and execution inherent to the organization, while maintaining protection and safeguard of IT systems enabling constant business operations.

Capability Integration

For the end-user, primarily the Warfighter, REC conducts studies and makes assessments and recommendations for organizational requirements determination. We develop and manage organizational documentation and conduct assessments to determine materiel-based solutions to capability gaps. REC also analyzes the various domains and conducts integration of the same within the Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF) framework.

Human Systems Integration Engineering

Human Systems Integration within the DoD, NASA, and overall government landscape has become increasingly more important due to the rising life cycle costs of associated programs. REC specializes in integrating the seven different HSI domains (manpower, personnel, training, human factors, habitability, safety and occupational health, force protection and survivability) to enable optimal performance for the user whether that is operator, maintainer, or support personnel. REC has experience in implementing MIL-STD-1472 and other various human engineering standards, User Experience (UX), and Anthropometry analyses to lower the overall system lifecycle cost.

Antiterrorism-Force Protection

REC takes a pro-active approach to our customers’ ATFP needs by implementing important controls and measures into the overall ATFP program, like intelligence collection, physical security, employee training, and awareness campaigns to deter, identify, and mitigate potential threats, whether internal or external, to the organization. Our company staff and network have extensive experience with planning, preparing, executing, and auditing ATFP programs throughout the DoD.
